Citizen Participation and Gender-Responsive Municipal Budgeting for a Just Transition, Spain, Sueca, 20 May 2026

On May 2026 the headquarters of the Mancomunitat de la Ribera Baixa, in Sueca, hosted a local meeting of the European Fair Cities project, focusing on the need for a green and fair transition and the role of local and regional authorities.



The event, entitled “Citizen Participation and Gender-Responsive Municipal Budgeting for a Just Transition,” brought together technical staff, institutional representatives, and local stakeholders to reflect jointly on the social, environmental, and economic challenges faced by European municipalities.


The event was opened by Rafael Gisbert Aragó, President of the Mancomunitat de la Ribera Baixa, who highlighted “the importance of promoting spaces for dialogue and cooperation between public administrations and citizens in order to move toward more balanced and cohesive development models.”


During the first part of the session, Cristina Civera Galiana, Project Manager for Sustainable and Innovative Projects (GPSI), presented the Active Cities – Fair Cities project and outlined the objectives of the working meeting. Among the main goals of the initiative are creating networks of cities committed to sustainability, exchanging best practices among European municipalities, and promoting more participatory and inclusive governance.


Later, Carmen Peris González, Coordinator of the Local Employment and Development Agency of the Mancomunitat, addressed the role of gender-responsive municipal budgeting as a key tool for ensuring a fair ecological transition. In her presentation, she explained how “budget planning can help reduce inequalities, foster social cohesion, and promote more effective and sustainable public policies.”


The event continued with a participatory session facilitated by expert staff from GS Local, during which attendees worked on proposals and solutions related to the ecological transition at the local level. The workshop provided an opportunity to share experiences, identify community needs, and generate ideas aimed at improving municipal policies from both social and environmental perspectives.


With projects like the "Active cities -Fair cities" Mancomunitat de la Ribera Baixa reaffirms its commitment to sustainability, equality, and the development of more resilient and inclusive territories prepared to face the challenges of the green transition.
